Procurement Manager – Long Marston – 2 year fixed term commencing January 2021
Porterbrook Leasing Company specialises in the leasing and asset management of passenger and freight railway rolling stock and associated equipment. Based in Derby with a corporate Head Office in London, the organisation is undertaking a period of transformational change as it responds to the changing landscape in rail and is taking an active lead in the industry in terms of innovation. The business will be taking over Long Marston (Warwickshire/Stratford Upon Avon), which is a large rail facility and test track in June 2021. This will move the business into new markets and further confirm Porterbrook as a leader and innovator within the Rail Industry.
The overall objective of the Procurement Manager is to support with the development, organisational buy-in and implementation of all aspects of procurement for the mobilisation and operational running of Long Marston. Responsible for maintaining the strategies and ensuring that the best value for money is obtained, while adhering to the highest level of quality and supplier performance. Acting as the interface between the engineering/project management function and rest of the team, ensuring that all service levels are achieved, and issues escalated in a timely manner. Responsibility will also extend to managing the commercial negotiations with the current and future tenants.
It is expected that you have around 8 years procurement experience as either a Category Manager or Senior Buyer, gained within an engineering environment; knowledge of railway industry rolling stock, depot operations and components is an absolute prerequisite.
You will be educated to degree or further education standard (or equivalent), ideally in either Engineering, Law, or Business Management.
An MCIPS or superior qualification from the Chartered Institute of Procurement would be preferred (or you should be working towards this).
Legal or commercial experience would be advantageous as would experience of working with Oracle-based systems.
There is flexibility in location but you must be able to travel to the Derby office and the Long Marston site, which is located about 10 miles south of Stratford Upon Avon.
Develop, Manage and Maintain Procurement categories strategies for the Long Marston site
⦁ Develop category strategies for the procurement of key items for the safe and effective running of the site
⦁ Ensure the category strategies account for the requirements of all key stakeholders, e.g. the commercial and engineering functions
⦁ Be seen as the Procurement subject matter expert on all the procurement activities
⦁ To lead the negotiations for all sub-leases for the site
⦁ Manage the end to end process for procurement from RFP through to end supplier management, including:
⦁ Identify opportunities for new services through the use of innovative products to customers
⦁ Track the effectiveness of the category strategy, ensuring that the defined benefits are delivered e.g. cost savings in line with projections
⦁ Manage supplier performance against the contractual service level agreements
⦁ To source effective suppliers for outsourced services, ensuring best value is obtained
⦁ To utilise local and small to medium enterprises as part of the supply chain wherever possible
Excellent communication and stakeholder management skills are required as the role holder will work with a wide range of external suppliers/customers along with the internal teams across the Porterbrook business.
